The aim of the Workshop was to inform the participants of DCAF's programme in Indonesia, and to provide an overview of the work being done by other stakeholders in the field of SSR. Dr Fluri presented a detailed overview of DCAF's Programme in 2007 as well as the plans for future activities in 2008. The participants included representatives from the Canadian and New Zealand Embassies, USAID, GNZ, IDSPS, CSIS, the Konrad-Adenauer-Stiftung and other CSO's. Mr Mufti Makaarim, the Executive Director of the Institute for Defence, Security and Peace Studies (IDSPS), Jakarta, gave a presentation on the Role of Civil Society Organisations on SSR in Indonesia

Kajian Daniel S. Lev tentang Politik Perkembangan Peradilan di Indonesia terutama yang mambahas 'Polisi versus Jaksa' dalam bukunya Legal Evolution and Political Authority in Indonesia (2000 :�88–97) menunjukkan bahwa sejak awal kemerdekaan di Indonesia telah terjadi persaingan antar lembaga penegak hukum untuk mendapatkan “otoritas dan prestise” yang lebih besar dalam perkembangan negara. Seperti ditunjukkan pada peristiwa tahun 1946, di mana Perdana Menteri pertama RI Sutan Syahrir mengalihkan kepolisian dari Kementerian Dalam Negeri ke Perdana Menteri, polisi menganggap hal itu sebagai pengakuan atas pentingnya lembaga kepolisian.
